lvl 1

Name: Cyclone Lancer
Element:Wind
Effect:makes a Cylone of wind around my arm and rams the target at high speed (can't avoid if you speed is lower)
damage:100
Chakra:100

Name:winds boon
Element:wind
Effect:draws in excess Chakra from the air
heals:20 hp and chakra per turn
Chakra:0 (pasive)

Name: Air Shoe
Element:wind
Effect:allows me to float and fly useing mastery of wind
damage:0
Chakra:0 (pasive)

Name: wind sickles
Element:wind
Effect:turns the air into blades (chakra contorl must be higher then mine to avoid)
damage:20
Chakra:20

Name: Cyclone shield 
Element:wind
Effect: a cyclone forms around me protecting me from outside attacks (note stats must be higher then mine in the way your tring to attack me or you take half the damage form the attack)
damage:0 (unless an attack is turned back)
Chakra:20 per turn

Cyclone lancer is TOO POWERFUL!  The 0 chakra things are a no.  the other two are ok.
